You can have both the diplomacy menu and the options bar on at the same time. They get in the way of each other and overlap. Essentially we only have several buildings: The Queen An, and some larvaet.

The original never had it, so you're just going to have to adapt until somebody does make such a feature. EDIT: After some thought, I don't think long time vets would be very happy with this feature either. Dumbing the game down isn't such a good idea as it detracts from the original feel of the gam...
