[TD Balance] Flame tank: Damage, explosion and spread

Long has the flame-tank been stuck in a situational role, where they are only useful to rush or to get in behind an enemies army. They are good vs infantry how ever when it comes to light vehicles, they get run around in circles, almost literally. Good damage buff in order for this t1 tank to deal with t0 vehicles. The explosion is also nice, they do a bit but more will make them a more useful counter to infantry.

Flame Tank damage vs light increase to 100 from 67.

Flame Tank explosion damage increase to 115 from 100.

Flame Tank damage spread increase to 400 from 341.
