Lack of people...

Every time I get online these days to play a game, I notice their isn't anyone on. Anyone else notice this?

Yes I am to the game too and never found anyone online ...
I am on the steam group openRA , but there are no more than 5 people.

The server browser will only show you games from the same mod and release, and which are currently waiting for players.
Games are regularly organized in our IRC channel, and usually played using the latest playtest or devtest build. Our player base isn't big enough for there to be random games available 24/7.
If you don't have an IRC client, you can use the freenode web client
http://webchat.freenode.net/, join channel #openra.

Alright, I found the latest unstable build (20110602 (3 MB)) but where can I find what is different with that build or changed from the last build/release?

There is a text file called CHANGELOG in the installation directory.
