VisualStudio Community 2019 is the easiest way to get started on Windows. GDI color is indeed golden/brown, but I think it would be harder to make an UI with that color because it would be too similar the active icon state (yellow). There are two versions for Nod: with light and dark panels. Light panels work better in-game because it's easier to distinguiush the interactive elements from pure decorative elements. Dark panels I feel fit better with the faction.

There are two versions for GDI: with green and red buttons. Red buttons fit better in the overall color scheme of the mod. Green buttons fit better with the faction.
