In OpenRA the same terrain sprites have different IDs, so I don't think this would work.

That is an extensive list of rule changes, so I can't tell after a brief look.

You can probably avoid the free carryall Lua script call with another StartingUnits@Carryall entry.

Finally, after 2 years of development and even more contributors: the second stable release of OpenHV arrives. The full changelog spans multiple pages and is fully transparent. Was it late in-game and were you commanding large armies? Did you play with AI? Could be https://github.com/OpenRA/OpenRA/issues/19849 as well.
