Most likely nothing to do with Windows 8. See OpenRA/wiki/FAQ under '"No Valid Techniques" or "Unsupported GPU"'. Intel 945 isn't really supported under Windows. I'd be surprised if the Windows 8 driver has received any updates (from Windows 7).

Also the voices are from RA2 (or something even later).

Volkov in RA95 had a 'normal' voice, but was powerful.

I agree the cameo doesn't really fit the RA95/CnC style.

But even with newer drivers it won't work. The Windows drivers for the 945 just don't support the necessary OpenGL features.

The Linux drivers do work, although I've never really been able to play OpenRA 'smoothly' on it.

It seems you don't have the proper drivers installed for your graphics card.

Vendor: Microsoft Corporation

indicates that the MS default OpenGL ICD is currently active, which is not what you want. It should be AMD's.

Could you check to make sure you have the proper Catalysts installed?

I think riderr3 is talking about the 'exception.log' and other files that can be found in "C:\Users\YOUR_USER\Documents\OpenRA\Logs" (under Win7). Just an idea here: the moddb site has quite some (unfinished) mods for RA95 and CnC. See here for RA95 for example. Many of these mods replace original units with new SHPs and cameos.
