I think Gimp and Photoshop is too powerful instruments for such simple operation. I tried to go with IrfanView bach conversion option, but looks like I need to change some options. How to safe quality art after resizing?

I faced with the issue during resizing D2K art in XnView (in IrfanView I have the same results). Resampling image option is off. Can you help me with the question how to avoid this quality loss?

Hello. As you probably know, infantry units looks bigger than some vehicles and tanks in Ra, D2K and Tiberian Sun mods. Sniper unit was created manually using the SHOK unit as a template for the animation frames, simply scaling the unit down %50 or so won't give desired results without it looking funny like how JOo had suggested, you'd have to manually re-size the unit for it to look correct.
